Is this a name of a company or a type of steel? It is used for scraping amterial of a rotating drum. It also shows on the blade KF Steelflex and Lodding Specifications

Likely that name "SteelFlex" is a trade name for a particular grade of steel. I googled it and had a number fo hits thou they were mostly for a treadmill/exercise equipment manuf.

I'm gonna guess that the steel is a highly wear resistant grade that maintains some flexibility when hardened.

I love materials science!

I have heard of Steelflex as a type of flexible coupling (see Machine Design published by Macmillan Page 386). They are produced by Folk Corporation, a subsidiary of Sunstrand Corporation.
The flexible part comes from a convoluted flat leaf spring. I would therefore guess that your material may be a spring steel at spring hardness.
