stabilized sand below spread footing

It rained during excavation for a spread footing so excavation is flooded and muddy.
Contractor pumped out the water but soil is still wet, and we can't wait for water to dry out.
Can stabilized sand or seal slab be used in this case or it's just a waste of money putting that?


 
I am assuming you have a clayey soil. Not a good idea to build on mud. I would remove all the mud and any water down to undisturbed soil and dig a shallow sump pit beside the footing to push any remaining water into.
