You need to check your "Select" settings. In the top right hand corner of your screen is a little square. When it is yellow it gives priority to parts and when it is white it gives priority to faces when you use the select tool. Ctrl-Spacebar toggle between the 2 settings. When the priority is set to faces the wheel should appear when selecting faces.
Another thing to check is in the drop-down of the select icon. There is an option to activate the wheel when you want to use it to move parts around with it. I hope this solves your problem.
