Special Inspections Approved Fabricator Exemptions?

There are possible "approved" fabricator special inspections (IBC 03, CT amd 09) exemptions but other sections, for example steel where certain inspections are required on welds and bolts.

Using the same reference, Connecticut amendment to the IBC notes that exemptions do not apply to "Steel" section of the IBC which is mainly regarding welding and bolting.

Some other states and some interpretations relate the "Steel" section to field work

If the fabricator is exempt due to being "approved" by noted outside QC authorities , is the work inside the shop exempt from the "Steel" and "Wood" inspections which would assumably apply to field and erection work?

If a fab shop is AISC certified, I do not see where a visit to meet Special Inspection (SI) would be required. Just supply the paper work. The AISC certification would apply to all work completed within their shop; welding or bolting. Any steel SI would only be for field work by the contractor/erector. I would assume the wood industry might have something similar.
