Sizing Criteria used to determine PSV discharge tank vol.

I am designing a glycol heating unit for the oil fields in northern Canada and as part of my scope is to design a “POP tank”, per ASME Sec VIII Div 1(PSV discharge vessel). I have never before designed the vessel that will receive the contents of the PSV relief during upset conditions.

Can anyone please point me in the correct direction as to how I would size this vessel? Please advise the sizing criteria?
