Single Bolt Connection

For a single bolt connection....say a tension/compression connection of plate sandwiched b/t two other plates with only a single bolt(in double shear) going through all three plates connecting them...would this be design as a "pin-connected member" per Section D5.1 pg 16.1-28 in the 2005 code as well as a compression element per J4.4 pg 16.1-113 ?
Shear and block shear of connection elements doesn't seem to fit here.

The pin-connected member part wouldn't exactly apply. That requires a hole not more than 1/32" larger than the pin, which it doesn't sound like you have. The bearing checks in this section are also different than those for bolted connections, since the bolt bearing checks depend on the clamping force applied by the bolts.

To be conservative, I'd use the applicable checks in this section, as well as the normal bolted connection checks: bolt bearing/tear-out, tension and compression on the connected elements, and so on.

You'll notice that the pin-connected part checks shear rupture on the effective area using the gross shear area, while the bolt bearing/tear-out checks in Chapter J use the more conservative net shear area (gross minus half the bolt diameter). The Chapter J version seems to make more sense to me.
