Shipping vessel with Nitrogen Purge 2

Can you ship a vessel domestically or internationally with a 15PSIG Nitrogen Purge? Shipping company is telling me this is classified as a hazardous shipment which will cost more to ship.
 
We ship hundreds of vessels from Asia and Europe to US, only with 5 psig but no more than 7 psig without any issue for the past 2 decades, and continue on this practice for any project.
15 psig ?? you are shipping a bomb. Why so high ? Transporter may refuse to ship.

This practice you mentioned is for vessels 250 m3 or more?

No limitation, as long as shut-off valves, pressure gauge, metal tubing, and extra N2 bottle can fit. The purpose is rust prevention and keep dry, doesn't matter the size or even it is stainless, as long as it will cross the ocean or on barge along Mississippi river. We make it simple, no need to identify which needs which doesn't.
 
What is the purpose of the N2 bottle?
Is there some sort of pressure regulator to automatically top up the pressure?
Oxygen Cleanliness is another reason for purging with a dry clean gas such as N2 or dry scrubbed air.
