Shear Wall Design for Wind 1

Hi everyone,

For shear walls that are short I know that we have to reduce capacity by 2b/h for seismic design. But, what if wind governs? I couldn't find any requirement for reduction for this case. Can you please help me find references?

NDS SDPWS 4.3.5.5.1 Exception 1 applies to both wind and seismic shearwall capacities
 
I think the reduction was seismic only for a while, so that's maybe the issue. If you're looking at, say, the 2008 SDPWS it may not be there to find.
