Sharing of a WPS Between Sister Companies Owned by a Holding Group

Hi Everyone,

I know similar questions have been discussed regarding the sharing of welding procedures but this situation is a little different.

I am looking for opinions on the interpretation of ASME Section IX in regards to what constitutes "Each manufacturer or contractor" for the responsibility of welding procedure testing.

There are 3 companies (all with completely different names) owned by the same holding group.

We need to qualify a new welding procedure under ASME section IX for a project that 2 of the companies would weld on at different facilities.

My interpretation of the code is that we each have to qualify our own welding procedures.

If anyone has encountered a similar situation I would love to hear the details of how qualification was handled.

QG-107 refers to ownership changes, but there are several interpretations that touch on your situation.

Take a look at interpretation IX-95-25. In my opinion, both companies need to write a WPS with their company name but can use one PQR qualified by the holding group. The relationship between the companies and qualification of procedures should be addressed in each company QC Manual.
 
QG-106 ORGANIZATIONAL RESPONSIBILITY
QG-106.1 Procedure Qualifications

(c) If the effective operational control of procedure qualifications for two or more companies of different names exists under the same corporate ownership, the companies involved shall describe in their Quality Control System/Quality Assurance Program the operational control of procedure qualifications. In this case, separate procedure qualifications are not required, provided all other requirements of this Section are met.
