We are testing SWL of a padeye inside a ship using a load cell and we are applying load using a chain block. What will be the correct arrangement of the load cell? Will it make any difference if the load cell is connected directly to the pad eye or after the chain block?

As long as the load cell is connected in line with the load, it makes no practical difference. To protect the load cell in the event that you get a brittle failure, it is better to keep it near the chain block. To satisfy yourself that the load going into the padeye is correct it is better to have the load cell near the tested part. It really makes no difference either way.
