Safe Making of a Benzene handling Equipment

My Friends,

We have towers and vessels containing benzene which previously we simply drained, rinsed, and then steamed out to the atmosphere prior to entering. Regulations in the USA have long since prohibited this type of safe making to atmosphere, but my country is just catching up.

Can you please tell me what alternatives are available. Any service provider recommendations and/or literature on products will be very helpful.
