Saddle instead of invert tee

Our project contractor is finding difficult in arranging HDPE invert tee to be used in fire water line. The invert tee has to be used for the branch connecting with air release valve. Is it allowed to use saddle instead of invert tee .

Can you sketch the two?

I'd never seen an invert tee before now and can't really see why you need one for this scenario.

A connection on top of the line would seem better to me.

IMO, the connection is for the air vent piping of the firewater line. The level invert tee is used to vent the air at top of the horizontal pipe.
If used saddle, it needs to branched from the top side of the firewater pipe, instead of at the horizontal side. Also, need to ensure the overall depth is adequate for the saddle piping and underground box of the valve and vent part.
