Rough/Sandy E-coat

Hello, I work for a contract stamping company and am having tons of issues with my black e-coated parts.

Recently we received in 15,000 parts that have a rough/sandy/dull finish to only one side of the part. The parts is a flat steel part that is roughly 1/8 x 2 x 4in. The rough texture has a pattern that appears to be in a vertical pattern, same direction as the part is dipped. The rough side of the part is facing up (away from the tank).

Is there any help someone could give me to help figure out this issue?

Can you share a photo?

It may be that the parts are dragging out detergent/soap/oil from the cleaning stage. Why are the parts not hung so that the larger flat surfaces are perpendicular to the tank? That is preferred.
