Rotational Constraints

This may be a stupid question. But when I go select a displacement constraint, why are the rotational constrain sets grayed out?
 
It depends on what you're applying the constraint to. If you're constraining 3D solid elements, then they'll be grayed out because 3D solid elements do not have rotational DOF. If you have a 1D beam element and set your selection method to "points", and then click on one end of the beam, you'll then see the rotational DOF become available.
