I am designing a ring wall foundation for a 120' diameter by 40' tall tank to contain a liquid with a specific gravity of 0.9. I am looking for a formula to convert overturning moments from wind and seismic in units of plf to design for the twisting moment in the ring wall. I came across an example very similar to this in PIP STE03020 Guidelines for Tank Foundation Designs but I am not able match an equation with the values they use for wind & seismic. Could someone point me to an equation or refference example?
