Foundation For Auxiliary Transformer With oil Tank Around it

Can Anyone please help me figure out how to make the oil tank around the auxiliary transformer foundation. how to connect with the pedestal and how deep it should be? can you please show me in sample section drawing?

Although I've typically seen it as a monolithic foundation (in two pours). First, a flat slab is poured which will be the base of the containment and the pedestal. Later, the contractor adds forms for the containment walls and pedestal, and places that concrete above.
 
I've done half a dozen containment structures using Sorbweb which allows water to pass, but prevents transformer oil to pass. It's been the most cost effective manner of addressing transformer oil leaks.
