Relocated or Moved Buildings (IEBC - CH 14)

I have a client who wants to move a 30ftx30ft PEMB elsewhere on his lot. The building is 11 years old. Also the PEMB manufacturer has since gone out of business.

IEBC CH 14 generally states, "Buildings shall comply with IBC provisions as applicable"

Does this mean that I need to check the existing structure for the Wind/Snow/Seismic loading dictated by today's IBC (IBC 2021 / ASCE7-16)?

This building was built in 2014. The state adopted IBC 2012 in 2014, thus this building could have been designed under IBC 2012 or IBC 2009. obviously we started using Vult for wind load calcs in ASCE 7-10. So if the building was designed using ASCE7-05, would the building need to be checked for ASCE 7-16 loading conditions?

Or are they saying that as long as they move the building within the same lot, you don't need to check the structure for today's code?

Furthermore, if I provide signed/sealed permit drawings for the relocation, I assume that I would take responsibility for the PEMB (not just the PEMB foundation). Thoughts?
 
obviously we started using Vult for wind load calcs in ASCE 7-10
Vult vs Vasd may make very little difference in resulting design wind pressures depending on the actual wind speed in ASCE7-10 vs ASCE7-05 and the various wind load cases.

As far as the actual building reloaction and IEBC - I would discuss with your local building official. If nothing is being changed and the building is being re-erected as originally designed, I can see some justification for not having to re-design the PEMB for current loading

I would, however, suggest you envelope the design reactions (you will likely have to estimate reactions yourself) and design the foundation for the worst-case of the original code and current code.

Concerning design responsibility for the PEMB, I think much would depend on how the above referenced conversation with the building official goes.
