reinforcing grade in 1930's 2

I've got a note on some 1933 drawings that says "Reinforcing steel to be new billets 20,000 lb. grade". Does anyone know exactly what that means? Should I assume 20,000 psi yield?

No, 20 ksi was the allowable stress. In 1933, using an allowable of 20 ksi likely means that the yield stress is 40ksi or 50ksi. I would be on 50 because a lot of what I've seen uses 0.4Fy for the allowable, but you can be conservative and use 40ksi.
 
Thanks StructuralEIT. That's great info in your link. I was hoping it was Grade 40.
