According to Qw-153 (C) ASME Sec IX specimens shall have a tensile strength more than minimum specified tensile strength of the weld metal when the applicable Section provides for the use of weld metal having lower room temperature strength than the base metal.
Now, please tell me about “applicable Section”. In which Section, “use of weld metal having lower strength” is provided and why?

Check Aluminium. Also in some Cu alloys you may face such situations.

Also if you choose to use E 6010 electrodes,or E 6013 electrodes in A 516 Gr 70 material (In order to get deep penetration) you may have to qualify procedure, in which case the weld metal tensile strength would be lowe than the base material.

ASME sec IX caters various Codes and Standards. In case of ANSI B 31.3 Piping code it is common to use E 6010 electrode for root run.
