"Zener" style check valve

Is anyone aware of a miniature check valve that has an adjustable breakdown pressure for reverse flow? By that, I mean a check valve that functions like a zener diode and would fit on .25" OD rubber/plastic tubing.

I've had no luck finding this amongst the small pneumatic equipment suppliers I'm used to dealing with.

I'm not sure if I know what you want, but I believe that these are usually called flow limiters. They allow flow up to a certain point and then slam shut.

 
I'm far more versed in hydraulics than pneumatics but it seem what you're looking for is an adjustable relief valve referenced to absolute (or atmospheric) pressure.
