"explicit" after using "if" on a variable

After using "if" to define one of the variables i tried to use “explicit,ALL” but it marks this variable as undefined. Is there a way to display all the numbers in this equation
 
Explicit is extremely limited. Read the help entry; explicit cannot always be applied to subordinate equations, particularly if the subordinate equation cannot be attached to an "explicit"
