Need help completing an "If' statement

For the life of me I cannot figure out how to satisfy this if statement.

The overall goal is to execute the equation if the 2 conditional statements are true, if not then print "Concrete side-face blowout does not apply"

All variables are defined under a separate page.

Any help is appreciated.

use a toolbar for the Boolean "and" symbol ( hint: it's not "and")

Another thought: does Mathcad accept an IF statement where the result can be a number (potentially with units) under one condition, or a text string under the other condition?
