"Etch a Sketch files" in DWGeditor

I work for a Japanese company and I often receive CAD files in DXF format from Japan. When anyone at my company tries to open the files with AutoCad Lt 2004 they get the following error:

A shell command was not executed properly. Please confirm that all command line parameters and valid and try again (1).

Since I had SW2006 on my computer I was always able to open the files with DWG editor. But since I've load SW2007 this is no longer the cases. Why and/or what does the error mean?

Are you getting the error with ACAD Lt or DWG Editor??
Did you load DWG Editor with 07?

... but can you open the DXF files directly into SolidWorks 2007? .... not the DWGeditor.

File open, browse for DXF type file. Follow prompts.

What are the steps you are doing to open DXF from SolidWorks (not ACAD or DWG Editor).

Can you open in eDrawings?

What program is being used to create the DXFs in Japan?
Have they recently upgraded whatever it is?

Can you create your own DXF with SW07 and open in or DWGeditor? (or vice versa)

Have you tried repairing or re-installing SW07?
