Question on press-fit

If you had to machine a shaft to be press fit into a bearing
with a inside dia of 1.436

what dia should shaft be machined ?

Is the shaft stationary or rotating? Is the load "light, medium or heavy"? Is there an impact component to the load?
What is the min/max ID size range of the bearing?

It sounds like you could take advantage of Machinery's Handbook. I imagine they cost $120 new but it will be one of the greatest investments you can make.

An old rule of thumb is one thou per inch, in this case 1.4374". But its only a rule of thumb and as Mandrake22 points out - it depends.

What bearing? Standard ball bearing? Check any bearing manufacturer's catalog. They recommend fits for their bearings.
The fit depends on many factors. Mandrake22 mentioned some of them.
In metric world (metric bearings - obviously not your case) they use the ISO system of fits. You'll also find it in the Mach. Handbook or in the manufacturer's catalog.
