what is the mechanical properties of 303 stainless steel listed under QQ-S-763C?

To my best knowledge QQ-S-763 doesn't list 303 which is a free cutting version of 302. 303 is covered by ASTM A 581.

303 was listed in qq-s-763 revision C and older. not in rev D and later. C is no longer available (free) at government site.

Yes you are correct. Here is a note I have found in QQ-S-763E.

6.4 Classes 303, 303Se, 416, 416Se, 430F and 430F Se under QQ-S-763C
should be purchased to ASTM A 484 and ASTM A 582 or ASTM A 555 and 581.
