I have a question about PWHT in the Heat Exchanger that have shell thickness 15 mm. if the HE entirely get in the furncae, Is the process would cause the problem to internal part of HE? and could someone give a reference or article about PWHT in HE. Thanks a lot.

Yes. Remember that tubes have a thickness much less than shell. In fact, when shell gets temperature according to material curve, tubes can to get damages or collapse.

I suggest that read ASME VIII div 1, specifically chapter Part UHT (Requirements for Pressure Vessels Constructed of Ferritic Steels With Tensile Propertis Enhanced by Heat Treatment).

Thank you for your answer.
