PQR according to ASME Code sec. IX 1

Good morning and excuse me for my English
the question is:
I need to qualify (in accordance with ASME code sec IX) the welding procedure of a pipe A333 Gr6 with a pipe A335 P11 (Cr-Mo-Si).
The job temperature is -15°C. I shall do Impact test in Weld Metal - Base Metal - HZA, to -20°C.
It is necessary to do Impact test on Base metal on pipe A335 P11? The pipe material certificate is tested at +20°C.

What Code section are you fabricating to? Based on the information supplied, impact testing would be required for the P11 pipe at -15C.

the Code is ASME and PED 97/23 CE.

The Engineering defined minimum design metal temperature governs impact test qualification of the welding procedure in accordance with the Design Code requirements. If the design Code were ASME B31.1, impact test qualifiation would not be required. If the design Code were ASME B31.3 or ASME Section VIII, you would need to impact test qualify the P11 HAZ as well. It would appear that you did not purchase the P11 alloy pipe for procedure qualification with demonstrated impact toughness at the minimum design temperature conditions; you will be lucky to meet the impact requirements for procedure qualification at -15 C.

The design code is ASME sec. VIII and I shall do impact test on pipe P11 at -20C (so I increase the range) in HAZ and Weld metal.
Can I omit impact test on base metal P11? Or I have to test it at different temperature (for example +20C)?

The requirements of UG-84 and UCS-66 apply to the base material as well the welding procedure. SA-335 P11 fits into Curve A of FIG. UCS-66 per note (a)(1). The pipe must be impact tested at the -15 C MDMT.
