When designing post tensioned concrete flat plate with irregular column spacing (ie. when one column strip in one span intersects another column strip of another span running perpendicular and the columns in both direction don't line up), would you consider the effect of any concentrated forces from one column strip on another column strip it's intersecting?

Would you also know any articles or reports from magazine and journals which may be related to this topic?
