What causes pool table rails to lose some of their bounciness and become, what is termed in the game, as "dead rails".

Tom,
The rails are natural rubber to provide best low modulus elasticity. (quiet spring back). Over time they age, become brittle due to progessive breakdown of the elastomer and the original elasticity is lost. Some rubbers last much longer than others but may not have as good elasticty when new.
