Placing intersection on flash

We have some intersections that have been placed on flash with the "flash" switch located inside the cabinet. This apparently de-energizizes the controller so it cannot be communicated with. I was wondering if this can be done through the controller programming instead? We have the Econolite ASC controllers.

It's been a while, but yes, you can program an intersection to go into flash for a period of time, and then into it's regular operating mode afterwards. We had some intersections that went into flash for the evening and night periods then operated normally during peak and daytime hours. We eventually eliminated the flashing intersections for loop detectors and "green" resting on the busier roadway.

It is my understanding that the industry suppliers build the cabinets so that putting the controller in local flash by the doorswitch also shuts down the controller. The purpose of shutting the controller power off is to ensure it goes through the proper initialization routines once the switch is returned to the auto position. The unfortunate side effect is you cannot communicate with a controller that has no power.
 
Activating the panel flash places the intersection in flash mode and it also bypasses the controller. This is the failsafe when a loadswitch blows or conflict monitor senses a conflict (ground short, etc.) or allows a person to re-program the controller. The controller can be programed to go into flash at specified times as well and I think this was the purpose of the thread. But like I noted earlier, I'm not a fan of "flashing" intersections due to some legal implications and reduced efficiency of the intersection.
