I designed a 24" pipe detention system using the Chamber Wizard. It detains the design storm but I used the catch basin grate as the overflow (outlet) device for storms that exceed the design storm. A city engineer indicated that this is unusual and I should reconsider this approach. Are his concerns warranted?
 
It depends exactly why the city engineer is "concerned". Are there warnings messages in the HydroCAD model? Or is this a design issue? Or a regulatory question?

He may be new, and only familiar with more popular systems.
Maybe he thinks it won't work or needs a better overflow device. I think it will work fine as designed. There are no warnings from the software.
 
Design practices vary widely. Check your stormwater regs or BMPs. Since this appears to be a general design question you'll get a better response in the Storm/flood forum.
