I have a building which the client wants to add a 9 ft high partition wall(no door on the wall, and the building height is 12ft) to separate the room, do I need to add wind load on this partition wall? any thoughts are appreciated.
 
Some building codes state that interior partitions that exceed 6 feet in height should have adequate strength to resist the loads to which they are subjected but not less than a horizontal load of 5 psf. I would confirm with the local AHJ.
 
Typically yes, wind load on the partition wall. 5psf minimum is common. Sometimes higher if there a significant door or truck door openings.
 
Many thanks @ Bimr and @ Cauuck65. I checked IBC 2018, Section 1607.15, it states the requirements.
