Can I develop an overlay WPS using QW-451.1?
For instance it would be a GMAW P1 to P1 or P8 to P8.
Is this possible without actually welding up a groove?
 
Refer to QW-453 for overlay qualification.

 
QW -453 is applicable.

We are following the same.
 
By 255.1:
- QW 403.22 point out QW-453.
- QW 403.20 point out that each P number grouping or combination must be qualified separetaly: P1-P8, P1-P1 or P8-P8.
- QW-216 point out that test coupon and testing of hardfacing or corrosion are quiet different that groove welds.
 
Are you guys following QW-453 Corrosion-Resistant Overlay or Hard-Facing Overlay?

QW-453 has the provisions and qualificatin for both. For corrosion resistant overlay applications, follow the provision for such therein.

To further answer your question 1.
No. P1 to P1 and P8 to P8 qualifications do not qualify a corrosion resistant overlay.

To further answer your question 2.
Yes, per QW-453.
