ASCE 7 Commentary C6.5.9 defines openings as "aperture or holes . . . which are designed as "open" during design winds. Examples include doors, operable windows, . . ."
Is it the intention that doors (garage doors and personnel doors) must be considered as openings, or that they may be considered open or closed at the discretion of the engineer?

No, must approach it with BOTH cases and design for worst. Thus, open doors put wind loads on interior partitions. Closed doors develop higher leeward suction.
