This project has been in the pipeline for sometime now. It would be a quantum leap for engineers to put in a conceptual design for a building which exceeds the tallest ever built by a factor of 2.
 
Must be government funded. A building that tall makes absolutely no economic sense. It'd be a cool technical challenge to be involved in, though.
 
The Saudis had better declare a No-fly Zone in the vicinity of that building.

i'd've though that most buildings were a "no fly" zone ... after 9/11 ... but yes, point taken, a little flashing red light on top of the thing isn't going to help someone at 3,000' ... maybe light it up like a xmas tree ?
 
Just put some anti-aircraft guns on the roof.

 
hmm, soon will be practical to bore the mountains, we have the structure prebuilt.
 
I remember an article in 'New Civil Engineer', around 1972, entitled "We can build a tower 1 mile high, but should we?". Problems included settlement, and social/relationship problems of the city created, quite apart from the technical issues. How many ways out are there in an emergency? This sounds like a vanity project, and, if it fails, what a come-uppance that will be. Suppose it leans a bit. How much lean is tolerable? Do you leave the crane on top for maintenance?

Here's a vote for using their money in a more philanthropic manner.
 
Tower of Babel was my first thought too Mike.

As far as being philanthropic and where they spend money, I'd rather them spend money to build towers than bombs.
