In reference to masonry columns, can someone please explain what is meant by "number of bars each face"?

Does it only apply to the number of effective bars on one side (or face) of the column when bending is a consideration?

When it is only an axial application without bending, are all the bars considered effective?

Is this a multi-sided masonry column, hollow center? If so, it refers to the re-inforcing bars in each separate wall of the column.

The typical masonry columns I would design would be solid grouted 8"x8", 8x16, 8x12, 12x16, 16x16.

"number of bars each face" would mean, for example, a column that is constructed of lets say four 8"x16" block walls, and lets say the total column is 48"x48". Each wall is one face, the number of bars in each cell is the "number of bars in each face".
From what you are describing, you have a single face (even though the column has four sides), so the number of bars in each face is the total number of bars in the column.
Base shear would be directly related to the number and size of bars in each column.
