negative extraplation

One suitable method could be:
1.Create Boundary curve on the surface edge you want to shorten.
2.Create a Parallel curve with the boundary and surface as inputs. Parallel distance = how much you will shorten your surface.
3.Create a Split on the surface with the parallell curve.

Errr... "negative" extrapolation doesn't really exist, by definition.

I know that you're looking for a "one shot" approach, but I don't think that you're going to find it. This is quite frustrating, but there are alternatives.
Perhaps the easiest way that I can think of to accurately do what you are asking, is to trim to a point on a curve. The "point on curve" function quite nicely allows you to place a point, from either extremity, on the curve - either by percentage, or by distance. It's 2 steps, but it will give you exactly what you want.
Of course, all of that being said, I do seem to remember being able to use negative values in V4.

UG can use the 'Enlarge' function to increase and decrease the surface in default option.
I'm not sure what the definition of 'Enlarge' is in the dictionary though.
In V5 you will have to go to the expensive solution of 'styling extrapolate' even if it doesn't exist in the dictionary by definition it's possible to do it if your company has large enough pockets to buy you a freestyle or ACA license.

Since we are talking about Catia V5, and not UG - let me point out that the French, unfortunately, are extreme literalists. Therefore, in a Catia context, I found it appropriate to point out the mathematical definition of extrapolation, as a French programmer would see it, from a literalist standpoint. (although I understand that they sometimes accidentally make things work contrary to the literal)
I know that plenty of people have a real case of the backside for the price of Catia licenses - but the basic FreeStyle license which would include the 'syling extrapolate' is not that expensive - at least not as Catia products go. However, I can still do a lot more "negative extrapolations" using points and trim than the workbench would be worth for that particular function. (if no other value was realized within it)
