Does anyone know where it states in the NBIC that the latest edition and
addenda can be used on all vessels built after (but not including) 1965?

It should be in para 3.4.2 of NBIC. It is the year of 1968, not 1965.

Use of the latest edition of the NBIC for repairs and alterations of pressure retaining items is based on local regulatory or Jurisdictional requirements. If there are no requirements, the latest edition of the NBIC is acceptable for use.

Confusing post - What edition are you talking about - the code of construction regarding use of higher allowable stresses for re-rating or use of the NBIC for alterations ???????????????????????????
