minimum thickness of shell of presure vessel

In my case as per Sec. VIII div 1 formula, shell thickness including corrosion allowance is 1 mm.
1)Considering structural integrity, is to mandatory that plate thickness of shell should not be below 6 mm?
2) what is the reference code clause for it? UG-16 b sets limit of 1.6 mm.
 
Your available welding equipment and procedures; local loads due to saddles, clips, lifting lugs, etc.; handling considerations, customer specifications, material availability and formed head availability may all limit the minimum thickness used.
