thickness tolerance of piping Vs plates

Dear All,

I have a following question:
The seamless pipe thickness tolerance form mill production is 12.5%
The under tolerance of welded piping is 0.01".

Could you tell me please if there are such tolerances for plates - plates that are rolled within manufacturer factory.
I want a plate with nominal thickness (another questions is if nominals are applicable to plates much the same way NPS are for piping) and once i get the plate what deviation (tolerance) it may have under whatever standard ?
