B31.3 331.1.3 says that heat treatment is required when the thickness through the weld in any plane is greater than twice the minimum material thickness requiring heat treatment. What is minimum material thickness referring to?

The minimim base material thickness refers to the nominal wall thickness for thermal treatment in Table 331.1.1 for stated base materials.
