ASME Sec I & IX Minimum Thickness

Question regarding ASME Sec I & IX Minimum Thickness. Client has tubes in the 0.050" thickness range (Original tubes 2" SA178A 0.175"). Client would prefer to Weld Metal Build Up (WMB) to repair tubes. All of our WPS/PQR are qualified to 0.0625" minimum thickness. Is there a clause in either ASME Sec 1 or NBIC-Part 3 that would allow the use of existing WPS/PQR. Example when you qualify groove weld procedure then all fillet welds are quailfied.
