Minimum foundation height above finished ground for structures

On 2015IRC 404.1.6 requires for "the foundation to extend above the finished grade a minimum of 4 inches where masonry veneer is used and a minimum to 6 inches elsewhere." But I do not find the equivalent for this requirement on the IBC for non-residential structures. I reviewed 2015 IBC chapter 18 but cannot find this type requirements. Please help!
 
Another prime example of why adhering to minimum code is poor engineering. With climate change , increasing weather events and horrendous flooding everywhere , anything less than 16 inches seems criminally irresponsible to me
 
The finished grade is usually set 6" to 12" below the 1st floor, and sloped away from the structures.
