What is the Minimum value for Depth of Cover of Pipelines designed in accordance with ASME B31.8 & ASME B 31.4 respectively?

In addition, please also guide me regarding laying of Pipelines without using Concrete Set-on Weights or Saddle Bags?

Yes. The deeper the better. I did say "at least", according to CFRs, which are minimums as well. Actually,

It looks pretty sandy, but if there is stable soil down under there somewhere, an HDD could be even better.
