Do you know of any specifications or standards regarding the minimum pipe length for process vents (not Hydraulic Vent)?
 
so all the items can be welded in place, clear the insulation and discharge safely?

I know, but for hydraulic vent & drain on spec. said length of nipple and I want to know is there any spec for length of process vent?
 
None I've ever heard of, but you need to vent hazardous gases to a "safe location ".

Now what that is can be very variable.

There is no standard available. You have to make one for your company or the project.
Process vent should be a proper vent assembly with valves that will be used for the life cycle of the plant during start up, shutdown, maintenance etc. It should be based on the piping class. Different vent assemblies with plug, cap, or blind flange terminations are designed.
Hydrotest vents won't have valves that are typically plugged or capped after the hydrotest. You might have to seal weld the plug or the cap depending on your piping class.
Drain assemblies for both process and hydrotest are typically valved with plug, cap or flange terminations.
Typical nipple length is 50-100 mm for all vent and drain connections.
