Making a rubber band

Hi, I was wondering if it was possible to make a subber band that could be constrained to run around a belt (like in a van de graff generator), or simply be stretched (for use in a rubber band gun). The closest thing I've done is just to have an oval, make it adaptive, and move it around, but that raises errors quite often.

you could draw some sketches containing the different cross-sections at both wheels. Then create semi-circular revolves at the touching wheelangle.

After creating both revolves use a loft feature with a start and finish face in between the wheels.
