Can someone tell me if a bolt is considered lubricated if it has a zinc dichromate finish applied to it

No, the bolt would not be considered lubricated. There are polymer topcoats that are added over electroplated zinc coatings (with or without chromate conversion coatings) that are used to lubricate bolts.
