I live in the city of philadelphia pa. in a row home neighborhood with three story structore . My neighbor had long metal rids drilled into his floor joce's from outside . My third floor bedroom wall's and baseboards are separating from the floor. I also nticed the second floor bedroom has small gap starting. Myhouse is approximately 120 year old colonial house. Please tell me what can be done help.

Your best bet is to retain a structural engineer to have a look at the situation. It sounds serious.

When did the separating of the wall to floor start? If recently, then you should have an engineer look at it as soon as possible.

It's not unusual for older structures to develop separation between the walls, and floors and roof. The usual fix is to add intermittent tie rods across the floor or roof structure, through the walls, and anchored at the exterior with decorative cast iron "stars". BA is right... you need to hire a structural engineer.
