Lateral Pressure Due To Stacking of Rebar

Hi Professionals,

I would like to seek help in estimating the lateral/horizontal pressure/load due to the stacking rebar. Could anyone advise me on this. Really appreciated for the help!

I found a similar concept as the below picture. It is just the pipe is replaced with rebar. The owner would like to stack in 1 direction. May I know how can I estimate the horizontal pressure acting on the column due to the stacking? I understand that stacking like the picture below is not possible, but in reality, the rebar will just fill in the voids, right?

I found 2 ways to do it, 1 is to assume the rebar as soil & work out from there. 2nd way is to assume the rebar bundle stack & work out the pressure.. .Could anyone advise me on this?
