does anyone know if there is some kind of cnc laser that can laser etch a very intricate design around the outside diameter of some 4130 chromoly tubing , and if so will it intefer with the structural integrity of the tubing

It would be interesting to see the design you are trying to engrave on this tube. If it's only etching I don't think it should affect the mechanical properties of this tube since most etching is done with very low power and the fear of work hardening the material.
Look into the BLM Group as they probably have the most complete line up of tube processing machines. You may also want to look at Mazak.

Contact Mazak - They will easily be able to help you with this. The spacegear lasers will easily accomidate your needs but also allow you to do 2D processing as well.
